This study monitors the impact of California reform legislation, Senate Bill (SB) 863 (effective January 1, 2013), on medical payments, prices, and utilization in the state. It also compares California with 17 other states (Arkansas, Florida, Georgia, Illinois, Indiana, Iowa, Kentucky, Louisiana, Massachusetts, Michigan, Minnesota, New Jersey, North Carolina, Pennsylvania, Texas, Virginia, and Wisconsin) on the metrics of medical costs and care.
Claims with experience through March 2016 for injuries up to and including 2015 were analyzed. The data covered in this study reflect up to 39 months of experience post-reform.
