CompScope™ Benchmarks for Texas, 18th Edition

This study can help policymakers and other system stakeholders identify current cost drivers and emerging trends in a wide variety of workers’ compensation cost components in Texas.

This report allows for meaningful comparisons between Texas and 17 other study states on key measures including indemnity benefits, overall medical payments, costs, use of benefits, duration of temporary disability, frequency and costs of permanent partial disability /lump-sum claims, and benefit delivery expenses. It also shows how total costs per claim and their components in Texas compared with the other 17 study states.

Claims with experience through 2017 for injuries up to and including 2016 were analyzed. In some cases, a longer time frame was used to supply historical context to the system. Additionally, the report demonstrates system performance changes after legislative action for key metrics, specifically the impact of House Bill (HB) 2600 (beginning in 2002) and HB 7 (implementation mainly in 2005 through 2011) on cost drivers and trends. Information from other WCRI studies was added to provide a more complete picture of the system in Texas.
