This study can help policymakers and other system stakeholders identify current cost drivers and emerging trends in payments for indemnity benefits, medical care, and benefit delivery expenses in Illinois.

The study compares the performance of the Illinois workers’ compensation system with 17 other states, focusing on total claim costs, indemnity benefits, overall medical payments, benefit frequency, disability duration, benefit delivery expenses, timeliness of benefit payments to injured workers, and other metrics. It also examines changes over time, mainly from 2011 to 2016.

Claims with experience through 2017 were analyzed for injuries up to and including 2016. In some cases, a longer time frame was used to supply historical context for key metrics, and where relevant, findings from other recent WCRI studies were included to provide a more comprehensive picture of the system.
