The 20th edition of this report shows how measures of Virginia’s workers’ compensation system performance changed after a medical fee schedule was implemented on January 1, 2018. The metrics examined include income benefit payments, overall medical payments, use of benefits, duration of temporary disability payments, litigiousness, benefit delivery expenses, timeliness of payments, and other metrics.

The study highlights the trends in these system performance measures primarily from 2013 to 2018 (evaluated in March 2019). Data in this analysis has information for 9 months of injuries and 15 months of experience under the medical fee schedule. In some cases, we used a longer time frame to supply historical context for observed measures. The study also compares these metrics across 18 states. 

The report is designed to help policymakers and others benchmark state system performance or a company’s workers’ compensation program. It also provides an excellent baseline for tracking the effectiveness of policy changes and monitoring important trends, such as the impact of COVID-19.
