New York enacted major reforms
in March 2007. This report provides
baseline performance metrics for the benefit delivery system in
New York prior to the reforms.
The report presents more than 75 baseline measures. These span
a variety of areas that are frequently the focus of public
policy debates:

Time from
injury to notice of injury and first payment.

Benefit
payments and claim costs.

Benefit
delivery expenses and attorney involvement.

Duration
of disability.

Nature and
cost of medical care provided to injured workers.
By having pre-reform metrics for the benefit delivery system,
policymakers and stakeholders will be able to regularly assess
the performance of the system as the reforms are implemented,
identifying objectives that are being met, objectives that are
not being met, and unintended consequences that may have
emerged.
