Urgent care centers are free standing (meaning not usually connected to
a hospital) clinics created to respond to the need for medical treatment
"after hours" as a less expensive alternative to emergency room services
for treatment of non-emergent care. States that regulate other facility
fees, must decide which method of fee regulation they will apply to
